Rung one: put it in writing to the adjuster
A phone call leaves no record. Send a short written message setting out the claim number, what you are asking for, the date you first asked, and a date by which you want an answer. Keep it factual. This single step resolves more files than anything else, because it turns a vague dissatisfaction into a documented request with a deadline.
Rung two: ask for the supervisor and the reasoning
Request the adjuster's supervisor and ask for the company's position in writing, including the policy provision it relies on. A carrier that has to name the clause often discovers the clause does not say what it hoped.
Rung three: your agent or broker
If you bought through an agency, use it. Advocating for a client in a stuck claim is part of the job, and an agency with a relationship at the carrier can often get a file looked at again. This is one of the concrete differences between buying through a person and buying through a website.
Rung four: the Department of Insurance
File a request for assistance with the department. Include the policy number, the claim number, a short chronology with dates, and copies of the written exchanges from the earlier rungs. The department contacts the carrier, requires a response, and reviews whether the company met its obligations. Being organized at this point materially improves what comes back.
Rung five: legal advice
Where the dispute is genuinely about what the policy means or what the loss is worth, a lawyer is the right professional. The regulator reviews conduct; a court resolves the substantive disagreement. Both routes exist and they answer different questions.
