A Discount the Statute Requires, Not One a Carrier Invents

Most insurance discounts are a company's own idea, offered because they help it compete. California's good driver discount is different in kind: it is defined in statute, the criteria are set by law, and a qualifying driver is entitled to be offered it.

Where it comes from

Insurance Code section 1861.025 defines who qualifies for a good driver discount policy, and section 1861.02 requires that such a policy be offered at a rate not less than twenty percent below the rate the driver would otherwise have been charged. That is a statutory floor rather than a promotional figure.

The criteria, in broad terms

The statute's own wording governs, and there are refinements around traffic violator school and certain violations. If you are close to the line, read the section itself or ask the Department of Insurance rather than relying on a summary — including this one.

Why it matters more than a typical discount

Because it is statutory, it is not something a company can quietly stop offering, and it does not depend on bundling anything or enrolling in anything. It follows from your record. That connects directly to section 1861.02's requirement that your driving record be among the primary factors an insurer weighs — the record does the work, and the discount is the statute recognizing it.

What can cost you the status

A single point count violation is survivable under the criteria; a second is not. This is the strongest practical argument for taking traffic school seriously when a court offers it on an otherwise clean record, because keeping a conviction off the public record is directly relevant to where you stand.

Check whether you actually have it

In the calls we take, a meaningful number of drivers who qualify are not being rated as good drivers — usually because an old entry has since aged off their record and nobody re-ran it. Order your DMV record, look at what is actually on it, and have your policy re-checked against it. That comparison is free and it takes about two minutes.

More of what callers ask

Is the good driver discount automatic?

It follows from qualifying, but the carrier has to be rating you correctly. If your record has improved since the policy was written, ask for it to be re-rated rather than waiting for someone to notice.

Does one ticket disqualify me?

Section 1861.025 allows no more than one point count violation in the qualifying period. A single one does not by itself end your status; a second does.

Do all carriers have to offer it?

The statute establishes the good driver discount policy and the minimum discount. How each company applies the criteria to a borderline record is worth asking about directly.
