Why the DMV Will Not Renew Your Registration

You go to renew, and it will not go through. Nothing is wrong with your insurance, the smog is current, and the DMV's screen simply says no. Nine times out of ten this is a hold placed by somebody else.

Where holds come from

The rule that saves you a wasted trip

The DMV cannot release a hold it did not place. A parking citation hold is cleared by paying or contesting the citation with the issuing agency, and that agency then notifies the department. Standing in a DMV queue to argue about a parking ticket from a city is a lost morning — the department is the messenger.

Find out which hold it is

The renewal notice, the DMV's online renewal service, or the department directly will identify the source. Get the agency name and the citation number, then deal with that agency. Do not guess, and do not assume there is only one — vehicles sometimes carry several from different periods.

Tolls are the sneaky one

Toll violations frequently arrive at an old address, particularly after a move or after buying a used car whose previous owner never filed the notice of transfer. By the time the hold appears, penalties have been added to something you never saw. This is one more reason the address on the DMV record matters, and one more reason to file the transfer notice under Vehicle Code section 5900 the day you sell a car.

Contesting rather than paying

Citations have their own contest processes with their own deadlines, run by the issuing agency. Contesting is legitimate and sometimes wins. Just be aware that while it is pending the hold may remain, so if the registration deadline is close, the practical sequence is often to resolve the hold first and pursue the dispute separately.

Prevention

Keep your address current with the DMV, file the transfer notice the day you sell a vehicle, and open envelopes from cities you have visited. Those three habits eliminate almost every hold we hear about.
